I am pleased to present the Fiscal Year 2008 Executive Budget of $799.2 million. The Fiscal Year 2008 Executive Budget continues the Performance Based Budgeting (PBB) initiative which is a management tool for improving accountability and for allowing greater transparency.
Accordingly, the Fiscal Year 2008 Executive Budget seeks to align resources with priorities. The budget is an educative document which is organized by the following function designations: General Government; Public Safety; Education; Health and Human Services; Transportation, Facilities and Communication; Culture and Recreation.
Furthermore, the budget takes into account other expenditures and obligations such as the debt services. It includes non-appropriated funds and projected federal grant awards. The document contains a description of the operations of the other two branches of government: Legislative Branch and Judicial Branch. It also provides a brief description of the semi-autonomous and autonomous instrumentalities of the Virgin Islands Government.
