U.S. Coast Guard Rescinds Order Prohibiting Water Spirit II from Docking in San Juan Harbor

U.S. VIRGIN ISLANDS —  The Office of Governor Albert Bryan Jr. is pleased to announce that the United States Coast Guard has rescinded the order prohibiting the M/V Water Spirit II from docking in San Juan Harbor, enabling the vessel to resume operations while maintaining full compliance with federal maritime requirements. 

Governor Albert Bryan Jr. received official notice from USCG Commander Luis Rodriguez of the San Juan Sector of the U.S. Coast Guard that the order concerning the M/V Water Spirit II has been rescinded.  

The development follows a May 20 meeting between Governor Bryan and USCG Commander Rodriguez, Captain of the Port, regarding the operational status of the M/V Water Spirit II, which operates between the U.S. Virgin Islands and Puerto Rico, as well as the M/V Admirals Pride, which provides service between Tortola and Puerto Rico.

The meeting addressed concerns over mooring and loading operations in Puerto Rico after development and marina expansion at Pier 14 by Safe Harbor Marina required vessels to relocate from their previous docking area. 

Coast Guard officials explained that the Water Spirit II may have encroached on a federally designated navigable waterway; however, Governor Bryan was assured that vessel operators could resume operations if a certified marine mooring survey confirmed there is no encroachment. 

“I appreciate the United States Coast Guard for their willingness to work with us to address this matter while balancing maritime safety and the traditional commerce between the U.S. Virgin Islands and Puerto Rico which has existed for decades,” Governor Bryan said. “The Water Spirit II and similar maritime services, which will now operate from Pier 10, remain important connections for our region, and we remain committed to supporting solutions that allow these barge operations to continue safely and in accordance with federal regulations.”  

The Bryan-Roach Administration will continue to monitor the matter and support collaboration among federal agencies, maritime operators, and regional partners to ensure reliable transportation links throughout the Virgin Islands and neighboring territories.
