Governor Proclaims August 24–27 an Observance of the Life of Lead Dignitary Security Officer Eustace Charles
U.S. VIRGIN ISLANDS — Governor Albert Bryan Jr. has ordered the Virgin Islands flag to be flown at half-staff at Government House and all public buildings and grounds throughout the Territory from sunrise Monday, August 24, through sunset Thursday, August 27, 2026, in solemn tribute to the life and public service of Lead Dignitary Security Officer Eustace Charles.
Governor Bryan issued a proclamation designating August 24–27 as an “Observance of the Life of Eustace Charles,” honoring a dedicated public servant whose service to the people of the Virgin Islands was marked by professionalism, reliability and an unwavering sense of duty.
“Eustace served our Territory with quiet strength, professionalism and a deep sense of responsibility,” Governor Bryan said. “Those of us who had the privilege of knowing and working alongside him knew him not only as a dedicated public servant, but as a good man who cared deeply for his family, his colleagues and his community. Lowering our flag is a small but meaningful expression of the gratitude and respect of a Territory that mourns his loss.”
Charles answered the call to public service in July 2018, when he joined the Virgin Islands Police Department as a police recruit. After graduating from the Police Academy in February 2019, he served the people of the Virgin Islands as a police officer with dedication and professionalism.
In November 2022, Charles joined the Bryan-Roach Administration as a Security Officer and later advanced to Dignitary Security. On February 6, 2024, he was promoted to Lead Dignitary Security Officer for Lieutenant Governor Tregenza A. Roach, Esq., a role in which he continued to distinguish himself through his vigilance, reliability and commitment to the safety of those entrusted to his care.
Charles died on July 26, 2026. His passing has been deeply felt by his family and loved ones, his colleagues throughout the Government of the Virgin Islands, the Virgin Islands Police Department, the Office of the Lieutenant Governor and the wider Virgin Islands community.
“Eustace’s service was about more than a uniform or a title. It was about answering the call to serve and carrying out that responsibility with dignity and commitment,” Governor Bryan said. “As we honor his life and service, I ask all Virgin Islanders to keep his family, loved ones and colleagues in their prayers and to join us in remembering a public servant who gave of himself in service to our Territory.”
Under the Governor’s order, flags at Government House and upon all public buildings and grounds throughout the U.S. Virgin Islands will remain at half-staff from sunrise on Monday, August 24, through sunset on Thursday, August 27, 2026, as a mark of solemn respect for the life, service and memory of Eustace Charles.
