Increases negotiated as part of existing Collective Bargaining Agreements
U.S. VIRGIN ISLANDS—The Bryan/Roach Administration is processing Collective Bargaining Agreements (CBA) negotiated pay increases in Fiscal Year 2019 for several departments and agencies across the Central Government.
According to the Office of Collective Bargaining (OCB) and the Office of Management & Budget (OMB), the departments and agencies are in varying stages of finalizing the necessary steps to process the increases.
The increases are retroactive to October 1, 2018, and each agency also must process Miscellaneous Pay for the retroactive monies owed to employees.
Out of the twenty-one (21) departments and agencies included in the CBA negotiated increases, OMB has provided supplemental funding to seventeen (17) of them so far, per Act No. 8123. OMB continues to assist the remaining departments in processing their negotiated increases.
The agencies that have already been processed are:

- Department of Planning and Natural Resources
- Sports, Parks and Recreation
- Bureau of Internal Revenue
- Lt. Governor’s Office
- Bureau of Motor Vehicles
- Department of Finance
- Office of Veterans Affairs
- Property and Procurement
- Department of Labor
- Department of Public Works
- Bureau of Corrections
- Department of Agriculture
- Department of Licensing and Consumer Affairs
