Budget Supplemental Requests Appropriation for $25M in Retroactive Wage Payments, Reallocation of Funds for Capital Improvement Projects
US VIRGIN ISLANDS — Governor Albert Bryan Jr. has submitted a supplemental budget bill to the 35th Legislature that seeks to reprogram funds previously allocated to the Public Finance Authority for FY2023 capital projects.
The bill appropriates $25,000,000 from the General Fund to pay outstanding retroactive wages owed to eligible current and former employees of the Government of the V.I., $118,800 to the Office of Veterans Affairs for additional costs for St. Croix crypts, $5,000,000 to the Department of Public Works from the Transportation Trust Fund to fund road maintenance projects, and reprograms the balance of funds from a series of capital project previously funded through the VI Public Finance Authority.
The reallocation of funds within Act No. 8617 will fund crypts and columbarium on St. Croix and will provide funds for payments of retroactive wages owed by the Government of the Virgin Islands to eligible active, separated, and retired government employees.
The appropriation of $300,000 through Act. No. 8448 to the pier at Kings Alley in Christiansted, St. Croix, which is no longer owned by the Government of the V.I., is to be amended to allocate $100,000 of those funds to the Department of Planning and Natural Resources’ Division of Libraries and Museums facilities and the remaining $200,000 to the Hull Bay Boat Ramp and Parking Improvements Project.
Act. No. 8640 is amended to allocate $5,000,000 from the Transportation Trust Fund to the Department of Public Works for additional road maintenance. Among the DPW road maintenance projects are St. Croix’s Mahogany Road project and the Estate Nazareth and Estate Bovoni Road repair projects.
