Governor Bryan Nominates Longtime St. Thomas Attorney Pedro K. Williams, Esq. to Superior Court Bench

Appointment fills remaining vacancies on Superior Court bench

U.S. VIRGIN ISLANDS — Governor Albert Bryan Jr. has nominated longtime St. Thomas attorney Pedro K. Williams, Esq. to serve as a judge of the Superior Court of the Virgin Islands for the St. Thomas–St. John District. The nomination has been submitted to the 36th Legislature for its advice and consent.

“This nomination reflects our commitment to a strong and efficient judiciary,” Governor Bryan said. “Attorney Williams brings nearly 40 years of legal experience and a deep command of the law. His record shows discipline, sound judgment and respect for the judicial process.”

If confirmed, Williams’ appointment will fill the remaining vacancy on the Superior Court bench in the St. Thomas–St. John District and return the court to full strength. A fully staffed bench will increase the court’s capacity to move cases and reduce delays for litigants across the district.

A graduate of Charlotte Amalie High School, Williams earned a Bachelor of Arts in economics from Tufts University and a Juris Doctor from the University of Texas. He returned to the territory to begin his legal career and has since practiced across a broad range of matters.

Williams’ early work included service as legal counsel to Virgin Islands Delegate to Congress Ron de Lugo, where he drafted legislation, researched federal and territorial issues and worked closely with federal agencies. He later served as counsel to the Virgin Islands Coastal Zone Management program at the Department of Planning and Natural Resources, prosecuting violations, drafting rules and regulations and advising CZM commissions on all three islands.

In private practice, Williams has handled criminal, commercial, family and personal injury cases, as well as real estate development and general litigation. He has served as an associate and partner at the Law Offices of Vincent F. Frazer, as a partner in Frazer and Williams, as owner of the Law Offices of Pedro K. Williams and as a partner in Williams and Williams. His practice has included representation of government agencies and private clients in complex and high-stakes matters.

Williams currently serves as chairman of the Virgin Islands Public Services Commission and as an administrative law judge for the Virgin Islands Department of Labor, where he exercises quasi-judicial responsibilities that include weighing evidence, applying statutes and regulations and issuing written decisions.

He is admitted to practice before the District Court of the Virgin Islands, the Superior and Supreme Courts of the Virgin Islands and the United States Court of Appeals for the Third Circuit.

“Taken together, this record demonstrates rigorous legal training, broad practice experience and proven decision-making in roles that demand impartiality,” Governor Bryan said. “I am confident Attorney Williams will serve the Superior Court with integrity and professionalism.”

Governor Bryan urged the 36th Legislature to give the nomination prompt and favorable consideration.
