Appointment strengthens on-island coordination and day-to-day responsiveness for residents
U.S. VIRGIN ISLANDS — Governor Albert Bryan Jr. today announced the appointment of Colette Monroe as Water Island Administrator, selecting a longtime Water Island resident, community advocate, and seasoned public servant who has helped shape policy and problem solving in the Office of the Governor across three administrations.
Water Island is part of the St. Thomas St. John District, where St. John is represented by Administrator Shikima Jones Sprauve. Prior to today’s appointment, St. Thomas and Water Island were represented by Acting Administrator Kevin Rodriguez. The Governor said this appointment is focused on strengthening day to day coordination and ensuring timely follow through on resident concerns, while continuing to support district wide priorities through close collaboration among the island administrators.
Monroe is widely recognized for her steady advocacy on issues affecting Water Island and the Virgin Islands community as a whole. She brings deep institutional knowledge from her service as a longtime policy advisor at Government House, where she has supported the work of Governors John P. deJongh Jr., Kenneth E. Mapp, and Albert Bryan Jr. through multiple administrations, major initiatives, and complex challenges.
Governor Bryan said the role is about service delivery and responsiveness: improving communication, coordinating with agencies, and helping residents move issues from report to resolution. He said Monroe’s long record of public service and her understanding of how government works will help strengthen follow through on the matters residents raise.
As Water Island Administrator, Monroe will serve as an on island point of contact for residents, community organizations, and government agencies, helping to ensure concerns are elevated quickly and addressed through coordinated action. Her work will include regular community engagement, issue tracking and follow up with relevant agencies, and close coordination with the St. Thomas St. John District administration team.
Monroe said she is grateful for the opportunity to serve and committed to practical, consistent work that reflects the needs of the community. She said she looks forward to working with residents and government partners to improve quality of life and keep progress moving.
Governor Bryan said the appointment reflects his administration’s focus on strengthening neighborhood level responsiveness across the territory. He said good government is measured in follow through, accessibility, and results that people can see.
