Government House and Legislature Take Firm Stance on BVI Fees, Advance Federal Engagement and Fiscal Reforms

U.S. VIRGIN ISLANDS — Governor Albert Bryan Jr. recently met with members of the Legislature of the Virgin Islands to address the Territory’s economic interests, strengthen public safety, and advance long-term financial stability for key public institutions.

A primary topic of discussion was the recent increase in fees imposed by the British Virgin Islands on cargo and trade entering the U.S. Virgin Islands. Government House officials said the fees function as an unreasonable and disproportionate trade barrier that increases costs for residents and places local businesses at a competitive disadvantage.

Legislators expressed support for a firm response, including consideration of increased fees and other economic measures.

The governor emphasized that the administration is coordinating with federal partners and has engaged the U.S. Department of Commerce and other federal agencies to address the matter through appropriate trade and diplomatic channels.

“This is not just a territorial concern. It is a federal trade matter,” Governor Bryan said. “We have formally engaged our partners at the Department of Commerce to ensure these actions receive the scrutiny they deserve and are corrected through proper federal processes.”

During the meeting, officials referenced a recently completed trade report documenting the economic impacts of the BVI fees and elevating the issue for federal review. The report outlines how the fees operate as a non-tariff trade barrier and provides an analytical basis for federal engagement and potential corrective action. Officials also discussed local options that may be pursued in response.

The meeting also included discussion on legislation being developed in response to a recent federal lawsuit involving firearm licensure and access to firearms in the U.S. Virgin Islands. The governor and legislative leaders agreed on the need to advance legislation that addresses federal concerns while protecting public safety and the Territory’s regulatory authority.

“Our goal is compliance with the law and common sense protections that keep our community and our law enforcement officers safe,” The Governor said.

Additional issues discussed included financial solutions for semi-autonomous entities, including the Territory’s hospitals, the Waste Management Authority, and the Virgin Islands Water and Power Authority. Officials said the discussions focused on stabilizing finances, improving access to capital, and strengthening these essential services for the years ahead.

“We are being deliberate about long-term stability,” Governor Bryan said. “Sound fiscal planning is critical to protecting essential services and ensuring institutional resilience.”

Governor Bryan and the Legislature reaffirmed their commitment to continued collaboration and to advancing shared priorities.

“This was a productive meeting,” Governor Bryan said. “We have clear next steps and a shared responsibility to act in the best interest of the people of the Virgin Islands.”
