Governor Bryan Announces Landmark Executive Order Strengthening Ethics in Government

U.S. VIRGIN ISLANDS– During his seventh State of the Territory Address on Monday night, Governor Albert Bryan Jr. announced a new Code of Ethical Conduct for the Government of the Virgin Islands. Executive Order No. 540-2025 replaces outdated policies and sets clear, enforceable ethical guidelines for all government officers and employees.

“For too long, we’ve dealt with the perception—and sometimes the reality—of ethical lapses in government,” Governor Bryan said. “This executive order makes it clear: public service is about serving the people, not personal interests. The people of the Virgin Islands deserve transparency, accountability, and integrity in their government. This is a commitment I made, and tonight, it’s a commitment delivered.”

Raising the Bar for Public Service
The new code applies to all employees within the executive branch—whether classified or unclassified, appointed officials, or contractual workers. It lays out firm expectations for ethical conduct and strengthens policies to protect public trust.

Among its key provisions, the order:
• Prohibits conflicts of interest and the use of public office for personal gain
• Demands transparency and accountability in decision-making
• Bans acceptance of gifts, gratuities, or favors that could compromise integrity
• Establishes guidelines for professional and personal conduct, including responsible social media use
• Strengthens whistleblower protections to encourage reporting of unethical behavior
• Outlines serious consequences for violations, including termination and legal action

Ending the Old Ways, Moving Forward with Integrity
Governor Bryan made it clear: the days of favoritism, backdoor deals, and unethical behavior in government are over. Public officials must now abide by a transparent, enforceable standard, and those who violate the trust of the people will be held accountable.
“This isn’t just a new set of rules,” Governor Bryan said. “It’s a cultural shift. From this point forward, public service in the Virgin Islands means honesty, fairness, and putting people first.”

Mandatory Training and Public Accountability
To ensure that every government employee understands the new Code of Ethical Conduct, all executive branch staff will undergo mandatory ethics training. Additionally, the Governor’s Office will launch a public awareness campaign, so citizens know what ethical governance looks like—and can hold officials accountable.

“This isn’t just about government employees—it’s about every Virgin Islander,” Bryan said. “We all have a role in making sure our government works for the people. I encourage everyone to stay informed, speak up, and help us build a government that earns and deserves your trust.”

Effective Immediately
Executive Order No. 540-2025 takes effect immediately and remains in force until amended or replaced. Copies of the order will be distributed to all government employees and made publicly available for review.
