U.S. VIRGIN ISLANDS — Governor Albert Bryan Jr. today announced the appointment of Dr. Haldane Davies as Director of the Virgin Islands Bureau of Economic Research (BER), marking a pivotal step in the Bryan-Roach Administration’s efforts to promote sustainable and inclusive economic development across the territory.
“After thoughtful consideration, I have appointed Dr. Haldane Davies to serve as Director of the Virgin Islands Bureau of Economic Research,” Governor Bryan stated. “With Dr. Davies stepping into this role, we are building upon the work already underway and reaffirming our focus on sustainable, inclusive economic growth. I am confident that under his leadership, the Bureau will continue to be a cornerstone of sound public policy and a critical driver of our vision for a more prosperous Virgin Islands.”
Governor Bryan also recognized the service of Acting Director Bernesha Liburd, who has led the Bureau for nearly four years during a period of transition and transformation.
“I want to take a moment to express my deep appreciation to Ms. Bernesha Liburd, who has served with distinction as Acting Director,” the Governor added. “Her dedication, professionalism, and steady leadership helped carry the Bureau through a challenging time. She has played an instrumental role in keeping the work of the Bureau moving forward, and I want to thank her for her invaluable service to our government and to the people of the Virgin Islands.”
Dr. Davies brings decades of experience in public administration, economic development, and strategic planning, both locally and internationally. A member of the board of the International Economic Development Council in Washington, D.C., he has held key leadership roles in education, government, and economic policy development.
“Thank you, Governor Bryan, and good afternoon to all,” said Dr. Davies. “I’m indeed honored and privileged to have the opportunity to be back home again. Being able to continue to contribute to our economic growth, development, and well-being is something that I’m focused on.”
Dr. Davies emphasized his commitment to collaboration and leveraging strategic partnerships to advance economic outcomes for the territory.
“We believe that the territory has a lot of potential, growth, and a vision for the future,” he said. “Together, we will work with all partners—not only through the Bureau of Economic Research, but also through the USVI Economic Development Authority, Department of Labor, and all other government and intergovernmental agencies—to advance the cause of economic development.”
He added, “I believe that my role on the board of the International Economic Development Council, as well as my experiences in a variety of other areas, will help bring continued growth and development to this important area. I look forward to working with the staff at BER, Ms. Liburd, and the entire team to ensure that the growth and development of BER—and this territory—continues to move forward.”
Dr. Davies’ appointment is effective immediately.
