U.S. VIRGIN ISLANDS — Governor Albert Bryan Jr. has issued a series of proclamations recognizing significant observances and individuals throughout the month of July 2026, highlighting the contributions of community members, cultural traditions, public servants, and advocates who continue to strengthen the Virgin Islands.
Governor Bryan has proclaimed July 2026 as “National Sports, Parks, and Recreation Month” in the Territory, recognizing the vital role that sports, parks, and recreation programs play in promoting healthy, active, and engaged communities.
The observance encourages Virgin Islanders to reflect on the tremendous value that parks and recreation professionals bring to neighborhoods throughout the Territory. Employees of the Virgin Islands Department of Sports, Parks and Recreation play an essential role in maintaining and enhancing public spaces while supporting the health, safety, and welfare of residents through recreation, athletic, and community-based programming.
“Parks and recreation are more than places for leisure; they are gathering spaces that build community, encourage wellness, and create opportunities for our children and families,” Governor Bryan said. “We recognize the dedication of the men and women who work each day to preserve and improve these important resources.”
Governor Bryan has also proclaimed July 2026 as “Disability Pride Month” in the Virgin Islands, marking the 11th annual observance of the celebration. The month recognizes the achievements, experiences, and contributions of people with disabilities and honors the passage of the Americans with Disabilities Act (ADA), one of the nation’s most significant civil rights laws.
The ADA was passed by the U.S. Congress on July 26, 1990, ensuring that the civil rights of citizens with disabilities are protected and advancing accessibility and inclusion across the nation.
“Disability Pride Month reminds us to celebrate the many contributions of people with disabilities that have strengthened our workforce, our communities, and our Territory,” Governor Bryan said. “The Virgin Islands remains committed to advocating for the rights of individuals with disabilities and supporting a community where all people have the opportunity to thrive.”
The Governor has proclaimed July 5 through July 14, 2026, as “French Heritage Week” in the Virgin Islands, recognizing the lasting contributions of French people and those of French descent throughout the Territory.
During French Heritage Week, hundreds of St. Thomas residents join the French community in celebrating their heritage through cultural gatherings and community events. The observance also includes the annual Bastille Day celebration.
On Sunday, July 12, the Northside Sportfishing Club’s Annual Bastille Day Kingfish Tournament will be held at Hull Bay on the Northside of St. Thomas. Virgin Islanders, particularly on St. Thomas, celebrate Bastille Day with pride and enthusiasm in remembrance of July 14, 1789, when the people of Paris revolted against the monarchy of King Louis XVI and captured the Bastille fortress.
Governor Bryan encourages all Virgin Islanders to recognize Bastille Day on July 14 and pay tribute to those who courageously opposed tyranny in pursuit of liberty.
Governor Bryan has also proclaimed Friday, July 10, 2026, as “Juan Francisco Luis Day” in the Virgin Islands.
Observed annually on July 10, the birthday of the late Governor Juan Francisco Luis, Juan Francisco Luis Day honors his life and legacy of public service. Governor Luis assumed office on January 2, 1978, following the passing of Governor Cyril Emmanuel King, and later became the third elected Governor of the Virgin Islands. Governor Luis passed away on June 4, 2011.
Throughout his career, Governor Juan Francisco Luis worked to enhance the dignity and stature of the people of the Virgin Islands through dedicated service and leadership.
“Governor Luis left an enduring legacy of commitment to the people of this Territory,” Governor Bryan said. “We honor his memory and his contributions to the advancement of the Virgin Islands.”
Additionally, Governor Bryan has proclaimed Thursday, July 23, 2026, as “Ras Tafari Day” in the Territory.
Ras Tafari followers recognize and profess the health benefits of the cannabis plant and utilize it in sacramental ceremonies for spiritual enlightenment, believing that the sacrament brings them closer to the Almighty and His creation.
The observance follows the enactment of Act No. 8680, which Governor Bryan signed into law on January 18, 2023, legalizing the sacramental use of cannabis in the Virgin Islands.
“These proclamations reflect the diversity of our Virgin Islands community and the many histories, cultures, and traditions that continue to shape who we are,” Governor Bryan said. “As we recognize these important observances, we celebrate the people, values, and contributions that make our Territory stronger.”
