Governor Bryan Announces Nominations of Judge Denise M. Francois to the Virgin Islands Supreme Court and Attorney Renee M. Andre to the Superior Court

U.S. VIRGIN ISLANDS — During his eighth and final State of the Territory Address on Monday, Governor Albert Bryan Jr. announced the nominations of Judge Denise M. Francois to the Virgin Islands Supreme Court and Attorney Renee M. Andre to the Virgin Islands Superior Court.

Governor Bryan cited the deep legal experience and longstanding commitment of both nominees to the territory.

“Judge Denise Francois has served the people of the Virgin Islands with integrity, intellect, and an unwavering respect for the rule of law,” Governor Bryan said. “Her appointment to the Virgin Islands Supreme Court reflects not only her exemplary record on the bench, but also my confidence that she will continue to uphold the highest standards of fairness, independence, and judicial excellence.”

In his address, Governor Bryan noted that for the first time in Virgin Islands history, the appointment of Justice Francois will bring the VI Supreme Court to its full complement of five justices.

Judge Francois brings more than a decade of service on the Superior Court of the Virgin Islands to the Supreme Court. She was first appointed to serve a six-year term as a Judge of the Superior Court by Governor John P. deJongh Jr. in 2013 and was confirmed by the 30th Legislature of the Virgin Islands in September of that year. In 2020, she was reappointed to a second six-year term on the Superior Court by Governor Albert A. Bryan Jr. and was confirmed by the 34th Legislature of the Virgin Islands on March 27, 2020.

Governor Bryan announced the nomination of Attorney Andre to the St. Thomas-St. John District of the VI Superior Court, noting her strong legal background and a demonstrated commitment to public service. The Governor emphasized that Andre’s nomination reflects the Bryan-Roach Administration’s continued focus on strengthening the judiciary and ensuring that the Superior Court is equipped with qualified, capable jurists.

“Renee André possesses the legal acumen, professionalism, and temperament necessary to serve with distinction on the Superior Court,” Governor Bryan said. “Her nomination reflects our ongoing commitment to maintaining a strong, independent judiciary that delivers timely and fair justice to the people of the Virgin Islands.”

Both nominations are subject to confirmation by the Legislature of the Virgin Islands, in accordance with law.
